Checkers are played all around the world.
But the rules are not the same everywhere.
Maybe you ever saw a program which did not played like you expected. If it was not a bug (I cannot turn aside this possibility), it was probably because it used other rules than yours.
In this site, you will meet more than ten sorts of rules, but you must know that there are much more. They change if you change of country, or of state, or of town, or sometimes of district. I tried to make an approximate map, you have it in « geography » link.
You can also download some programs here.
And most of them are the best in the world for their category.
